Flooded properties in Houston were flooded in the rain on Sunday.
Houston Mayor Sylvester Turner ordered a mandatory evacuation of the city as high winds pounded the area, prompting the evacuation of more than 30,000 people.
A large area of Houston was closed as the storm continued to batter the city and authorities closed schools in the Houston area.
A storm warning was issued for much of the Houston metro area for the next 24 hours, and heavy rain continued to fall as high tides and strong winds pounded Houston and surrounding areas.
The National Weather Service issued a mandatory storm warning for the entire Houston metro region for the day of Monday.
It was a flash flood warning for Houston and portions of Brazoria County.
The storm system also prompted heavy flooding in areas around Houston, including parts of the Brazoria River, where floodwaters rose to record heights.
Some homes in the city of Houston had water levels of at least 20 feet.
A video posted on social media showed a small river of water rising from the ground.
The Harris County Flood Control District, which is handling the flooding, said in a statement that it is working with federal and local partners to mitigate the impact of the storm on residents.
The district said that about 500 homes were damaged in Harris County, with at least 25 more in other parts of Harris County.
A total of 1,500 homes were also damaged in other areas, according to the district.
Harris County Commissioner Michael Harrison said on Twitter that the city is “a big focus of the rescue effort” and that he is “deeply saddened by the loss of life.”

“The city is under a mandatory mandatory evacuation and we are working with law enforcement to protect our residents and property,” he said.
In Houston, the mayor said the city will close schools Monday as a precautionary measure, but the city also issued a curfew, and authorities urged people to be careful in the surrounding area.
